MOUNT VERNON — Within hours of being released from jail, a 23-year-old Concrete man reportedly exposed himself for a third time this year. He had just been released from the Skagit County Jail after serving time for the same type of offense.

Can’t they request he get a mental health evaluation?  There’s just something inherently wrong with this man.
