Two law enforcement officials and a handful of volunteers gathered up rope, halters and grain Thursday to corral 10 horses that authorities say were neglected and living wild south of Concrete.
While eight of the horses ran circles around an open field, the group pieced together a temporary pen with portable fencing and broken barriers already on the property. The horses were being taken to a horse rescue facility on Camano Island and may eventually be put up for adoption.
