For years, Chuck Bennett has manned the levees that protect the Burlington flood plain. Nobody knows better what to do during high water and how to repair the damage to levees when flood waters of the Skagit River recede. So it is frustrating to see the lack of care given to routine managerial and financial matters for Dike District 12, which he has served as a commissioner for many years. In a way it has become his fiefdom.
