Flying the US Flag upside down is an international signal of distress, recognized by mariners the world over. I would suggest the person committing this heroic act was not only knowledgeable with regard to international rules of the road on the high seas, but was truly distressed about the price of gasoline, treatment of prisoners in Gitmo, or amazed that the leader of the free world can continue to act with such arrogance. I extend my congratulations to him on finding a unique way to display his distress at whatever he was protesting.
