ANACORTES — Taxpayers and residents can weigh in at tonight’s City Council meeting on the proposed 2009 $45.3 million budget and proposal to raise the property tax rate by 1 percent.

Mayor Dean Maxwell has proposed that the bump in taxes will help fund a 4.4 percent or $1.9 million increase to the city’s 2008 budget of $43.4 million.

The bulk of the increase will fund a portion of upgrades to the city’s water treatment plant on the Skagit River. The city plans to spend $36 million in the next few years to improve the plant’s operations. The city has upgraded its water lines over the past two years.

Tonight, the council also will select contractors to design another phase of the city’s Guemes Channel trail and to replace the roof of the Depot Arts Center.

After the open meeting, the council will close its doors to discuss litigation over whether the city should allow a church to lease its property for a cell phone tower.
