March 27, 1919
The Rivers and Harbors Appropriation bill as passed by Congress and signed by President Wilson just before his departure for Europe, includes provision for an appropriation of about $89,000 for the improvement of the Cap Sante waterway in Anacortes harbor, according to a letter just received in Anacortes from Congressman Lin H. Hadley, who has just returned to his home in Bellingham.
The appropriation secured through the efforts of Congressman Hadley is for the government’s share in the improvement to be undertaken for the purpose of deepening the harbor behind Cap Sante by dredging a channel westward from the point.

Joe Chitwood again chosen board head: Pursuant to the law governing the matter, the Anacortes school board met on Monday, March 25, and proceeded to the reorganization. As a tribute to the esteem which the board entertains for the sterling qualities of leadership exemplified by Joe Chitwood, the board again re-elected him to that position. Harry Jackson, newly re-elected member, was inducted into office. Howard Sackett was again elected the board’s representative on the purchasing committee.

The industrial committee and manager of the Chamber of Commerce are trying to contact all former employees of the Sash and Door plant here in Anacortes to ask them to attend a meeting tonight. New and agreeable terms have been made for the purchase of the now inoperative plant and it is hoped that some of the cooperative or stockholders’ organization might be set up for the purpose of reopening it.

The heralding of spring is no cause for joy among the ranks of dogdom. Protests from pouting penned-up pooches will be heard here again Wednesday, signifying the state of the spring and summer dog-leashing period. The two-year-old city ordinance which curtails Fido’s freedom to roam is effective from April 1 to Sept. 4 inclusive.

Preliminary study meetings are now being held between Port of Anacortes Commissioners and members of the Anacortes City council for the purpose of planning as a joint effort recreational and park properties in the Ship harbor area of Anacortes, Port directors announced this week.
Port Commissioners have the Shannon Point-Ship Harbor area under intensive study so that the Port plans could be made completely compatible with the city land use for the area. As a first step the Anacortes Port made available the Shannon Point property to Western Washington State College and other state institutions of higher learning.

Frank Bozanich is the premier ultra-distance runner in America in the last two years. He is currently the defending U.S. 50 kilometer champion, and has run in races all over the U.S. and in Europe as well. Bozanich hails from Anacortes and is the son of Harbormaster Tony Bozanich.

The possible purchase of Burlington Northern’s property by the Port of Anacortes has been indefinitely postponed, primarily because of environmental concerns, Port officials say. Port staff has been negotiating with BN, and more recently Glacier Park Co., which now handles the company’s real estate properties, for a considerable time to purchase land between R and S avenues, and Fourth and about Eighth streets. The Port offered $1 million for the parcel, but BN wants $1.3 million, Executive Director Joe Baier said.
