Elections offices in Skagit and Island counties mailed out 107,500 ballots two weeks ago asking voters to cast ballots in disputed races ranging from county commission to U.S. Congress.
The state’s first top-two primary closes Tuesday, and ballots must be postmarked by that day. Election officials in Skagit and Island will count the ballots and post results online sometime after 8 p.m.
Elections officials in Skagit and Island counties say that the bulk of the mail-in ballots will arrive by Tuesday.
In Island, the elections office has received 9,000 of 44,500 ballots, and in Skagit, 12,251 of 63,000 voters have returned their ballots.
In the November 2007 municipal elections, some candidates and initiative supporters used records of voters who had not mailed their ballots to target direct mailings and volunteer phone banks.
