Council weighs conservation, recreation in ACFL

Lynn King brought his motorcycle to Anacortes City Hall on Oct. 5 to show City Council members just what a 625cc dual sport bike with a four-stroke engine looks and sounds like.

Motorcycles in the Anacortes Community Forest Lands was one of the issues the council discussed at its meeting that evening along with others in the Forest Lands comprehensive plan the city is close to finalizing.

The plan defines public uses, conservation and maintenance in the Forest Lands.

Other issues still in question include off-leash dog areas and climbing restrictions on Mount Erie.

Parks Director Gary Robinson said he wanted direction from the council for any changes to the document, which he will bring back to its meeting tonight. The council is scheduled to discuss and possibly approve the plan at that time.

Under new rules in the comprehensive plan, only motorcycles smaller than 250cc with four stroke engines are allowed. That means no two-stroke engines, which many manufacturers are leaning away from for the recreational market.

Dual-sport motorcycles like King’s are exempt from the 250cc size restriction. Dual-sports are based on dirt bikes but are also street legal and so tend to have bigger engines.

Additional rules include a 15 mph speed limit and the requirement of off-road vehicle permits. Some trails currently open to motorcycles would be closed due to the difficulty in maintaining them. And all trails will be closed to motorized vehicles from Nov. 1 through March 31 due to the damage they can do to the trails in wet conditions.

Robinson told the council the Mount Erie committee established in the comprehensive plan will work through issues pertaining to climbing on the mountain. The committee will comprise of three climbers or scramblers, a naturalist and a fifth at-large member.

Robinson recommended the draft plan remain as is in regard to prohibiting off-leash dogs in the Forest Lands but to add a dog person to the trail committee.

The comprehensive plan will also include language that the city will look into possible off-leash areas in the future, Robinson said.
