Mental health agency agrees to pay for Skagit legal services

The North Sound Mental Health Administration has agreed to $140,000 in back payments to Skagit County for staffing involuntary commitment hearings that come from outside the area.

North Sound, a state-contracted “regional support network” that funds mental-health services and programs in five counties including Skagit, has agreed to that payment in addition to $200 per involuntary commitment hearing in the future.

North Sound’s board approved the new payment process and the back payment Thursday afternoon. County commissioners will vote on the agreement Monday and consider a resolution rescinding Skagit County’s previous notice that it intended to end its relationship with North Sound and manage mental health services alone.

If approved, the settlement will end a dispute that began in 2008 over who is responsible to pay for the hearings, which make it possible to detain those seen as a danger to themselves or others.

Skagit County has staffed these hearings for several years without compensation despite the fact that about 70 percent of the cases originate from outside the area.
