Parks officials recommend against Kiket purchase

SWINOMISH RESERVATION — State officials are recommending that the Washington Parks and Recreation Commission not acquire Kiket and Flagstaff islands — one of Puget Sound’s last undeveloped shorelines.

The two islands offer a total of 96 acres of salmon habitat and old growth forest that would be added to the 4,134-acre Deception Pass State Park, if the state did buy them. Kiket and Flagstaff are within the boundaries of the Swinomish Reservation and are connected by narrow strip of land to Fidalgo Island.

“The scenario, if we don’t purchase this property, is that homes could go on it,” said Peter Dykstra, state director of The Trust for Public Land.

The trust is working with the state on financing the purchase. State parks has raised $10.4 million in state and federal grants, and the trust has committed to providing another $4 million, which would be repaid by additional federal grants. The exact purchase price hasn’t been released, but parks officials expect to receive a total of $14.25 million in grants.

But parks officials say those grants depend on obtaining perpetual access to Kiket and Flagstaff across the strip that links to Fidalgo Island, something that can’t be guaranteed, said Virginia Painter, state parks spokeswoman.

“We’re not recommending it at this point,” Painter said.

The lack of recommendation will be discussed at the parks commission’s meeting Dec. 3 in Centralia.

The islands’ owners, Wallace Opdycke and the Nancy Louise Corbin Living Trust, have given the land trust and the state until Dec. 31 to close the deal.
