RCW 54 established public utility districts to conserve the water and power resources of the state of Washington for the benefit of the people, for all uses.

The commissioners' role as a policymaker requires a person with a strong, forward-looking vision for Skagit County today and for 50 years into the future. A commissioner must be a conservationist and an environmentalist to be entrusted to properly protect and preserve the resources that the utility manages.
